Climate Disruption as policy: wisdom or folly?

According to the Danish ‘skeptical environmentalist’ Bjorn Lomborg:

Climate models show that for at least the rest of this century, China will actually benefit from global warming. Warmer temperatures will boost agricultural production and improve health. The number of lives lost in heatwaves will increase, but the number of deaths saved in winter will grow much more rapidly: warming will have a more dramatic effect on minimum temperatures in winter than on maximum temperatures in summer.
There are few arguments for China and India to commit to carbon caps – and compelling reasons for them to resist pressure to do so.”

Now to say that Lomborg has been accused of playing fast and loose with statistics would be an understatement, so there is no special reason to trust his unreferenced ‘climate models’. However, commentators at the Ecologist Magazine, hardly Lomborg’s best friends, have said more or less the same thing, and added Canada as a potential beneficiary of climate change. So let’s just suppose Chinese, Indian and possibly Russian officials and politicians are indeed thinking along these lines. After all, disruption and change always create opportunities for someone, somewhere. Would it be possible to develop policy on the basis that climate change will substantially alter the balance of environmental blessings between the world’s nations? In other words, could rising temperatures shift competitive advantage to certain nations? Of course it would be possible to develop policy on this basis. But would it be wise? Resolving the GM debate with Open Access Knowledge

Might the polarised debate over GM crops be partially resolved by freeing up the commercial restrictions on GM patents? These can make GM highly profitable but also tie in farmers and other end-users (See also How to Resolve the GM Debate).

A problem many Egalitarians have with GM crops is that they seem  to representa shifting of power from farmers towards biotech companies. And the trend seems to be towards a strengthening of these binds.

An article in the Economist referred to the issue of biotech ‘piracy’. This is supposedly compounded by weak IP protection:

‘just as with software, GMOs suffer from piracy. In Argentina and China, the hostile stance toward intellectual-property rights has been blessed by the government itself.’

Meanwhile a report into the financial implications of adopting GM in Australia noted that one of the challenges facing GM adoption in emerging economies was:

‘Strengthening intellectual property rights to enable a greater level of foreign investment in research and development.

However, this is only one possible (Individualist) approach to the issue. An alternative would be not the strengthening of IP rights, nor (as in Argentina and China), their weakening, but rather the diversification of IP models to include and expand open-source knowledge and technology. This would enable knowledge to be shared and advanced, while avoiding much of the commercial lock-in that key biotech corporations aggressively seek. For instance, the main concern of Canadian farmers using Monsanto-derived GM canola was that they had become tied into commercial exploitation in ways they previously had not been. Terry Boehm, Vice President of the Canadian Farmers Union, said:

“Farmers now are forced to largely to sign technology use agreement to pay expensive fees in order to access seeds for their canola production. There is no possibility essentially to grow canola that is non-GE, there is simply are very few known varieties of non-GE canola available and farmers are actually under the threat of legal action frequently if they’re utilising seeds, as farmers always have, saving and reusing seeds. This is forbidden with GE canola.”

The key argument against open  GM technology is that research and development costs money and no-one will pay unless they believe they will receive a return on their r&d investment.

‘commercialisation requires secrecy in the interests of appropriating the benefits of knowledge’ (OECD, 2008: 161-162).

Some arguments in favour of open access are as follows:

  • It’s happening anyway, in sub-optimal fashion, where jurisdictions have weak IP regulation. This is termed ‘piracy’. In music, software, etc it is increasingly clear that the momentum is unstoppable and that the best strategy is: if you can’t beat them, join them. In other words, the vanishing economic value of information is not destroying commercial opportunities but creating new ones, supported by new business models.
  • Monopolistic hoarding of IP leads to a stagnation of innovation. The classic example is that of the Cornish Engine. Booulton & Watt held the patents for steam engines to pump water out of Cornish tin mines. Their machines were inefficient, but for thirty years there was no stimulus to improve them, since mine owners were tied in to paying licence fees for the existing technology. Tiring of the status quo a group of innovators, gathered around Richard Trevithick, modified and improved the steam engine design, carefully avoiding breach of patent. The result was greater efficiency and lower cost. The products were not patented but were used freely by Cornish mines. The Cornish engine was the outcome of this patent-free shared innovation. Note that Trevithick was not in principle opposed to patents and indeed patented several of his inventions.
  • GM commercialisation is a good example of what Michael Heller calls ‘the tragedy of the anti-commons’ resulting in ‘the gridlock economy’.

The climate is what we expect: the weather is what we get

sunburnt country by spoungeworthySupposedly, Mark Twain once wrote “The climate is what we expect; the weather is what we get.” Had he lived in in Australia he would surely have been even less confident.

Notoriouosly unpredictable, the climate in this driest of continents plays a large part in the dominance of fatalism over the national culture. So it’s news when climate researchers release a report claiming the origins of the long-running drought in South East Australia are even more complex than previously thought. Until now it has been held that the main driver of the weather cycle in this region is ENSO – the El Nino Southern Oscillation – a fickle two to eight year repeating pattern of temperature anomolies in the Pacific Ocean.

Now though it seems that Indian Ocean variability is more significant. Previously it was thought the Indian Ocean Dipole (IOD) only affected Western and Southern Australia, but the evidence now presented indicates the IOD is a major contributor to the weather in South Eastern Australia as well. This suggestion goes some way towards explaining why the ‘Big Dry’ which began in 1996 was not broken by La Nina conditions in 2007, but continues to the present. Further, the evidence suggests that there have been an unprecedented three successive positive cycles in the past three years, bringing warm, dry winds, low rainfall and high temperatures to South Eastern Australia.

This is a new piece of information. According to a news report by Ben Cubby it ‘could overturn decades of weather research’. So it’s putting it mildly to say that this requires some interpretation. What then can we say about it? Is it good or bad? Who will benefit from this new reality (if such it is) and who stands to lose out? If this counts as knowledge, what is its power? Who and what does it change? The newspaper report of the announcement gives a number of clues.

For the lead author, Dr Caroline Ummenhofer, the news is positive since it might reduce uncertainty for farmers: “There really is that opportunity to improve seasonal forecasting and seasonal predictions due to these findings, because the Indian Ocean dipole is predictable several months in advance.”

For Professor Matthew England the co-director of the Climate Change Research Centre, the news is very negative, especially in terms of climate change trends: “If these Indian Ocean dipole events do follow the trend [of more positive and fewer negative events], this is a terrible piece of information for the Murray-Darling Basin.”

Meanwhile the authorities have the situation regulated by motitoring it carefully: ‘The Murray-Darling Basin Authority’s quarterly update yesterday showed the drought there is worsening. Toxic algae blooms are expected, water storage is down by two-thirds and decent rain is months away.’

In the article you are now reading, the phrases in bold print, all except one lifted from the news report, summarise the four cultures of Grid-group Cultural theory. The theory suggests that when faced with new information, we rush to make sense of it, to fill the interpretive vacuum – but typically we do so in one of four competing ways, and we organise our environment to reinforce one or another of these ‘cultural biases’ . In the case of Australian climate science, we can see this happening in real time. Is it just an effect of journalism – to try to cover all perspectives (but then this begs the question of what counts as ‘all’)?

How to resolve the GM debate

2556525_0e203397ae1There are many contemporary issues where the four cultures can be seen hard at work, jostling with one another to claim the high ground, to dominate the debate, to shape our understanding of reality. One such arena is the polarised issue of genetically modified crops.

A report has been issued by the UK think tank Chatham House warning that the nation needs to pay more attention to food production if it is to address potential future food supply constraints.

As part of this discussion it is argued that the public should now drop its unsubstantiated opposition to GM crops to enable more people to be fed. Any other course of action is regarded as no more than elitist privilege.

The analysis suggested by grid-group cultural theory is that when facing the facts as a matter of urgency is advocated, what people are really trying to do is to shape the world to be more in keeping with one of four basic worldviews, or cultural biases.

How to do Belief-free Science

Harry Kroto produced a remarkable defence of the sacking of Michael Reiss from his post with the Royal Society. Remarkable in what it assumes about the scientific method. (And thanks to Benjamin Carnys for pointing it out).

Kroto writes:

Science is based solely on doubt-based, disinterested examination of the natural and physical world. It is entirely independent of personal belief. There is a very important, fundamental concomitant – that is to accept absolutely nothing whatsoever, for which there is no evidence, as having any fundamental validity.

A little later he writes that Reiss and all religious people

fall at the first hurdle of the main requirement for honest scientific discussion because they accept unfound dogma as having fundamental significance.

Taking Kroto seriously I offer a couple of suggestions for conducting belief-free science.

First, all conceivable research projects must be available for investigation and must be chosen purely at random. Since personal beliefs are to be independent of science, there can be no a priori assessment of which phenomena are deserving of study, nor any assessment of which viable projects should be chosen over other viable projects.  For instance, becoming a chemist rather than a physicist (or vice versa) would be unreasonable. The task of documenting all possible research projects is clearly enormous and will probably last eternally, but this labour must be completed before a random decision is made about which projects to pursue.

There are a couple of alternatives to this approach which are clearly, on Kroto’s reasoning, unacceptable. One alternative is to do the research that is actually funded by somebody. However, this would involve the forbidden act of taking account of the funders’ personal beliefs about valuable research activity. Another alternative is to commit to promising research, even where it is not yet funded, and seek funds to facilitate the research. However, this would involve the researcher’s own beliefs about what counts as promising.

In short, to make a disinterested examination of the natural and physical world, independent of personal belief, is to examine everything, always, simultaneously, without discrimination, for any discrimination would have to involve some form of a priori belief. The moment we decide what to study we have ceased to be disinterested, and have taken a leap of faith. Pragmatically, one could operate on the basis that any research project might yield results, so the choice is entirely arbitrary – but this is itself an act of faith.

Secondly, scientific research must not be conducted with the involvement of humans. The trouble with humans is that they insist on having a point of view. They have a perspective, formed by the possibilities and limitations of their senses, and this feature clouds their ability to observe and record impartially in a disinterested manner. Having a point of view amounts to the belief (forbidden by Kroto) that one point of view is valid over and against other possible or actual points of view. Self-organising robots would be much better suited to the scientific task, were it not for the fact that they would also have a point of view (or a composite point of view).

It seems humans are fundamentally unqualified to practice Kroto’s scientific method. The ideal scientist, on Kroto’s terms, would, to avoid discriminating between research projects, possess an eternity in which to work and would, to avoid perspectivalism, be everywhere at once. In other words, Kroto’s ideal scientist would have the characteristics of God himself.

If you have read this far you will have noticed I am arguing for a view of science in which science is a social practice as much as any other human activity. We don’t have to be gods to participate – just humans (although the discoverers of C60 may well qualify as gods in some pantheon or other). As such we should not be worried about our human characteristics, including what Kroto calls ‘personal belief’. Positivists (is Kroto one?) seem to hate that kind of claim.  Kroto’s own science video project, Vega, is an excellent example of the embeddedness of science in social, human, belief-laden practices. At base, the belief that science education of this sort is a good idea is a type of ‘unfounded dogma’ in the sense that it can only really be argued for, not finally demonstrated.

Michael Reiss – a witch hunt for the 21st Century

I find it amazing that the words of Prof Michael Reiss, taken out of context and wilfully misunderstood by people who ought to know better (Richard Roberts and Harry Kroto) have resulted in his resignation as Director of Education at the Royal Society.

It seems he resigned in spite of the fact he was doing no more than stating Royal Society and Government policy.

The letter sent by Roberts and Kroto is substantively little more than an accusation that Reiss is a member of the clergy.

This amounts to a witch hunt of the utmost intolerance. It is not reasonable or helpful for people to behave as though the best way to teach science is to avoid talking about certain issues. This approach will clearly only lend fuel to creationists who will no doubt say “see, their arguments don’t stack up so they just won’t talk about it!”

Much better is the approach supported by the Royal Society itself and restated by Michael Reiss, which is, as I understand it, to use student questions about creationism as an oportunity to discuss the science underlying current views of the origins of the universe.

“If a young person raises creationism in a science class, teachers should be in a position to explain why evolution is a sound scientific theory and why creationism is not.”

I agree wholeheartedly with Lord Winston, who said:

“This is not a good day for the reputation of science or scientists. This individual was arguing that we should engage with and address public misconceptions about science – something that the Royal Society should applaud.”

Can hierarchical thinking fix climate change?

A recent article about business responses to global warming highlights the extent to which hierarchical thinking can respond adequately to rapid changes in the climate. 

And it neatly illustrates the preoccupations of a hierarchical world-view, as understood by grid-group cultural theory.

The article, written by Leon Gettler, centres on the increasing role of ‘Chief Carbon Officer’ in businesses. 

‘The job of the future will be the chief carbon officer, or CCO. That’s because global warming is no longer an environmental issue.’

The author sees not only the CCO, but also new job titles like Director of Sustainability Strategy as ‘just the beginning’.

According to grid-group cultural theory, first established by anthropologist Mary Douglas, and expanded by numerous writers in several different disciplines, there are four fundamental world-views, related to social group strength and rule maintenance. The hierarchist position is ‘strong grid, strong group’. In other words it is both highly group-orientated and highly regulated. For this way of thinking, the crisis (any crisis) is less about external factors and more about who is in charge, and how the social structure is to be maintained. Would we be better off without religion?

I’m planning to attend a public debate on religion, organised by Intelligence Squared. The motion is ‘We’d be better off without religion’, and the speakers include Victor Stenger, who wrote God, the Failed Hypothesis – How Science Shows that God does not Exist. I checked this out recently.

The blurb about Professor Stenger says:

Stenger maintains that plausible natural explanations exist for for all observable phenomena and there is strong scientific evidence against anything mystical or supernatural in the universe.

The book claims:

Not only does the universe show no evidence for God, it looks exactly as it would be expected to look if there is no God.

I would frame this slightly differently and suggest that the evidence in favour of the existence of God is exactly the same as the evidence against the existence of God.
